I’m looking for an app or something where I can download music for free on my iPad. Any suggestions would be greatly appreciated!

You need to be jail broken to be able to anything like this. Torrents, you need to Learn about torrents. Google torrents and start reading. I’m not naming sites on here, trust me though, there are plenty of torrent sites. You will need to be jail broken because Steve jobs doesn’t like torrents. You will also need the safari torrent downloader plug in also.
